Phoenix lock service
Mailbox locks in Phoenix
The owner of the mailbox decides who changes its lock: you, the HOA's vendor, or in one case the post office. Fixr's range for replacing a mailbox lock is $75 to $200.

Find the owner first
A mailbox mounted on your own house or post belongs to you, and any locksmith can swap its lock. In an apartment complex the boxes almost always belong to the property, so the leasing office handles keys. The gray cluster box units at the end of the street in newer subdivisions from Laveen to Gilbert are the confusing case. The USPS Postal Operations Manual puts the lock and keys for each compartment on the customer or the property owner, so the carrier won't change it; a locksmith or the HOA's vendor does.

Just moved? Add the mailbox to the list when the house locks get rekeyed. In the Phoenix ZIPs we chart, 31% of households moved in during 2020 or later (Census ACS), and the old residents may still have that little key.
Questions people in Phoenix ask
Will the post office give me a new mailbox key?
For a cluster box compartment or a private mailbox, generally no, because the owner is responsible for that lock. A PO box you rent from USPS is the exception, and the post office handles its keys.
